About this opportunity
The Department of Veterans Affairs, VA Western New York Healthcare System, is requesting proposals for a minor construction project at the Buffalo Veterans Affairs Medical Center involving a 2-level vertical expansion of the existing parking structure, with proposals due May 21, 2026 by 1:00 PM EDT. This procurement utilizes a tiered set-aside evaluation approach under 38 U.S.C. 8127: Tier 1 prioritizes Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns, Tier 2 prioritizes Veteran-Owned Small Business (VOSB) concerns, Tier 3 covers other small business concerns, and Tier 4 covers large business concerns.
The scope includes site preparation and demolition of existing structures, construction of a 2-level vertical expansion of the three-level parking ramp with a new stair and elevator tower, reconfiguration of adjacent parking and roadway areas, repairs and restoration of the existing structure, and contractor-provided off-campus construction impact parking — a minimum of two parking lots with 200 spaces each (one north and one south of the facility) required during the construction period. The project must be completed within 600 calendar days after notice to proceed. Work is performed at the Buffalo VAMC, 3495 Bailey Avenue, Buffalo, New York, Erie County.
The target cost limit is $18 million, with a statutory maximum of $30 million for minor construction projects under the firm-fixed-price structure. Award is based on lowest price technically acceptable source selection. A mandatory bid bond guarantee equal to the lesser of 20 percent of the proposal price or $3 million is required; performance and payment bonds will be required of the awardee. Technical proposals are limited to 28 pages and must demonstrate project experience with minimum $10 million contract value examples and identify qualified Project Manager and Site Superintendent personnel. Deducts #1 through #9 have been applied to the project scope; Deduct #10 (removal of offsite parking lot requirements) requires alternate pricing. Offerors must be registered in the System for Award Management (SAM) with current representations and certifications as of proposal submission. Proposals are submitted in three separate volumes (Technical, Price, and Administrative) via email only.
