About this opportunity
The Metropolitan Atlanta Rapid Transit Authority (MARTA) has issued RFP P50583 for the installation, conversion, and maintenance of transit bus shelters and benches throughout its service area covering DeKalb, Fulton, and Clayton counties and the City of Atlanta. The procurement seeks a qualified contractor to install both digital and non-digital advertising shelters, maintain approximately 1,200 existing amenities (including 819 non-advertising shelters, 497 benches, 158 Simme seats, 12 Streetcar shelters, 14 Bus Rapid Transit shelters, and 95 Arterial Rapid Transit shelters), and provide Content Management Software (CMS) with administrator-level access for MARTA staff. Prospective bidders must demonstrate minimum qualifications including at least five years of experience constructing and installing transit bus shelters and proven financial stability with adequate bonding and insurance capacity. Technical and revenue proposals must be submitted in separately sealed envelopes, with a deadline of February 16, 2026, at 2:00 p.m., while written questions must be submitted by January 12, 2026. The contractor will be responsible for all installation costs, maintenance activities including repairs and painting (excluding trash removal and pressure washing), utility costs for new shelters, and CMS training for MARTA staff. The initial contract term is ten years with five optional one-year extensions, and MARTA reserves the right to reject all proposals or award to multiple contractors at its discretion.
Compensation will be structured as a Minimum Annual Guarantee (MAG) equal to the greater of a fixed annual fee or a percentage revenue share of advertising revenues generated, though specific award values are not detailed in the RFP. The contractor must provide a Revenue Bond of $1,500,000, Performance and Payment Bonds each equal to the annual construction cost, and comprehensive insurance coverage including $1,000,000 Commercial General Liability, $1,000,000 Automobile Liability, and $5,000,000 Cyber Liability. The RFP does not specify set-aside designations or restrictions on organizational types that can respond, nor does it identify incumbent vendors or current contractors. The contractor must permit up to 100 removals, relocations, and reinstallations at no cost to MARTA over the contract term and will face liquidated damages of $80 per day for each day benches and shelters are not installed within twelve months of assignment. MARTA will continue paying utilities for currently installed shelters requiring electricity, limiting the contractor's ongoing utility expense obligations to new installations only. Only one proposal per proponent will be accepted.
