About this opportunity

North Country Rural Development Coalition is requesting proposals for two manufactured-home replacement projects at Cascade Acres in Lake Placid, New York, with proposals due October 30, 2026. This is an expedited procurement driven by urgent health and habitability conditions, with a three-week proposal period and NRDC's stated intent to move quickly to award and notice to proceed. Bidders must be prepared to mobilize promptly and plan specifically for cold-weather and winter construction.

NRDC strongly encourages participation by MWBE, SDVOB, Section 3, small, local, and qualified disadvantaged businesses, with goals of 10% SDVOB, 5% MBE, 5% WBE, and 5% DBE participation.

The scope comprises demolition of two substandard manufactured homes and installation of new HUD-code and ENERGY STAR-certified replacements—one minimum 2-bedroom unit and one minimum 3-bedroom unit—along with engineered frost-protected foundations, utility connections, site work, permitting, testing, and project closeout. Separate or combined proposals from qualified manufactured-home retailers, site contractors, or teams are welcome; NRDC will coordinate partnerships as necessary. Bidders must submit itemized cost estimates covering home purchase, delivery and setup, engineered foundation design and construction, demolition, all utilities work, permits and fees, inspections and certificates of occupancy, and cold-weather construction measures, all included in the base bid price.

The projects are funded through the New York State HOME Manufactured Housing Replacement Program and may leverage additional funding from the New York State Mobile and Manufactured Home Replacement Program. No incumbent contractor has been identified as having received identical or substantially similar contracts within the past five years. NRDC reserves the right to reject any or all proposals, waive minor informalities, request clarifications, negotiate scope, and award all or portions of the work. Bid documents, site information, and environmental documentation are available from NRDC; interested parties should contact Sophia Palma at spalma@northcountryruraldevelopment.org for full work scope and additional project information.
