About this opportunity
Harris County Flood Control District is requesting proposals for on-call environmental consulting services supporting federal-grant-funded flood control projects, with proposals due October 5, 2026 by 2:00 p.m. Houston time and a pre-proposal conference on September 10 at 10:30 a.m. CST via Microsoft Teams. The RFP carries mandatory HUB and MWBE set-asides and participation goals.
The scope encompasses preliminary research, site assessments, biological surveys, archaeological investigations, permitting support, NEPA documentation, agency coordination, water quality monitoring, and environmental compliance training on an as-needed basis across projects funded by CDBG-DR, CDBG-MIT, FEMA, USACE, USDA-NRCS, EPA, NOAA, and TWDB. Harris County seeks a minimum of four vendors (five recommended) on a multiple-award on-call vehicle. Successful offerors must demonstrate a minimum of five years' experience in similar services, maintain appropriate professional certifications and licenses, and carry errors-and-omissions insurance. Services must comply with 2 CFR 200, Davis-Bacon wage requirements where applicable, and federal environmental statutes including the Clean Water Act, National Historic Preservation Act, and Endangered Species Act.
The anticipated contract term is three years with two optional one-year renewals. Pricing must be firm for the contract duration, covering labor, travel, specialized equipment rental, laboratory fees, and database access; cost-plus-percentage contracting is prohibited. Payment is Net 30 from using-department invoice approval; contractors must pay subcontractors within ten days of receipt. Performance and payment bonds are required as applicable. Written questions are due September 15, 2026 by 5:00 p.m. CST. Award is subject to Harris County Commissioners Court approval.
