About this opportunity
The City of O'Donnell, Texas, acting as the Awarding Agency on behalf of the Purchasing Cooperative of America (PCA), is soliciting responses for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide medical and laboratory supplies and equipment to PCA Members nationally and across U.S. territories. The procurement encompasses a comprehensive range of products and services including medical supplies and equipment, laboratory supplies and equipment, first aid and safety equipment, hospital and surgical accessories, and related items within NIGP code categories 175, 345, 415, 475, 495, and 898. Vendors must be experienced and qualified in providing these products and services to governmental and cooperative customers, with pricing that reflects the best price offered to such entities, inclusive of a three percent PCA Administrative Fee calculated as overhead. Vendors will be evaluated on a 110-point scale encompassing products and services (20 points), qualifications and experience (20 points), performance capability (20 points), references (15 points), pricing (25 points), value-added offerings (7 points), and certifications (3 points). Key deadlines include an optional pre-proposal meeting on Tuesday, April 7, 2026, from 10-11 a.m. CDT; the question submission deadline of Tuesday, April 28, 2026, at 11 a.m. CDT; and the proposal submission deadline of Tuesday, May 5, 2026, at 11 a.m. CDT, with contract award notification anticipated in July 2026. The initial contract term is one year with four optional one-year renewal periods at PCA's sole discretion, for a potential total of five years, with a maximum annual aggregate contract price per PCA Member of $100 million.
PCA encourages participation from small and disadvantaged businesses, including HUB, MWBE, VOSB, and SBE certified companies as both prime contractors and subcontractors, with an additional qualifying point awarded to certified HUB vendors during evaluation. Vendors are not required to supply every item listed in the RFP but instead may respond with products and services they routinely provide to public sector entities that align with the solicitation's intent. Manufacturers awarded contracts may authorize dealers to sell off the contract schedule, provided they submit a list of authorized dealers with their proposal and report all dealer sales in monthly reports. Vendors may also offer additional "Value Add" items beyond those specified in the RFP with accompanying pricing and descriptions. All vendor responses must be submitted through the Euna eProcurement platform as PDF files, with monthly reporting of sales required by the 15th of each month, and administrative fees payable within 30 days of invoice payment from PCA Members. No incumbent vendors or current contractors are identified in the solicitation materials, and Cyber Security Certification (CMMC), while not required, should be completed particularly if PCA Members plan to utilize federal funding.
