About this opportunity
Michigan Department of Education is requesting proposals for occupational therapy services at the Michigan School for the Deaf under RFP 260000002364, with proposals due July 28, 2026 at 12:00 p.m. Eastern Time and questions due July 17, 2026.
Services must be provided by a licensed Occupational Therapist or a Certified Occupational Therapy Assistant under supervision of a licensed Occupational Therapist. Proficiency in American Sign Language is required, or the contractor must attend free ASL classes offered on campus. The contractor will deliver direct or consultative occupational therapy services as specified in Individual Education Programs (IEPs), including assessments, evaluations, and IEP reports to approximately 50 residential students and 70 day students (total 130) at the residential PreK-12 through age 26 facility in Flint, Michigan. Normal school hours are 7:50 a.m. to 3:22 p.m. Monday through Thursday and 7:50 a.m. to 11:55 a.m. Friday, excluding state holidays. The contractor must attend IEP meetings and case conferences as requested, maintain monthly service logs, submit progress reports at marking period and school-year end, complete a mandatory five-business-day back-to-school in-service, pass a background check, and comply with all MSD training requirements.
The contract is effective October 1, 2026 through September 30, 2028, with the option to renew for up to seven additional one-year periods at the State's discretion. The estimated annual requirement is 600 hours; final hours are at MSD's discretion. Pricing is firm for the entire contract term and must be submitted as hourly billing rates including all mandated and elective benefits and any one-time or setup charges. Liquidated damages of $5,000 plus $100 per day apply for late or improper completion. Unauthorized removal of key personnel designated in the contract results in credits of $10,000 per individual.
Evaluation weights the Vendor Questions Worksheet at 10 percent, General Requirements and Statement of Work at 55 percent, and Project Plan elements (ADA compliance, reporting, trainings, meetings, staffing, project management, security) at 35 percent. Proposals scoring 80 points or higher are eligible for price evaluation. Answers to bidder questions will be posted July 21, 2026. The State reserves the right to conduct on-site visits, request oral presentations, conduct interviews, and perform reference and background checks.
