About this opportunity

The City of Salem, Oregon's Community Services Department Parks and Recreation Division is requesting proposals for natural resources restoration and management services across six service categories—Manual Site Preparation and Maintenance, Planting and Seeding, Mechanical Site Preparation and Maintenance, Forest Stand Management, Wildlife and Pollinator Habitat Enhancement Services, and Additional Project-related Support Services—with proposals due June 19, 2026 at 4:00 p.m. local time under RFP No. 267049. Proposers may bid on all categories or individual categories.

Successful awardees must maintain liability insurance of not less than $2 million per occurrence, obtain and maintain appropriate pesticide and labor contractor licenses as applicable, comply with Oregon Integrated Pest Management standards, and adhere to pay equity requirements under ORS 652.220. The City intends to award contracts to multiple firms.

The initial agreement term runs September 1, 2026 through June 30, 2027, with renewal options for four additional one-year periods contingent upon satisfactory performance, budget approval, and firm pricing. Pricing shall remain firm throughout the initial term except for price decreases, which are allowed immediately upon notification; price increases at renewal cannot exceed the Consumer Price Index for All Urban Consumers (CPI-U).

Evaluation uses a 100-point scoring system: Cover Letter (Pass/Fail), Organization Structure and Approach (20 points), Statement of Qualifications (20 points), Mobilization (15 points), Fee Proposal (30 points), and References (15 points). Questions and clarifications are due by June 10, 2026 at 5:00 p.m. local time. The City anticipates issuing a Notice of Intent to Award in July 2026, with Agreement Award in August 2026 and Notice to Proceed on September 1, 2026. Proposals must be submitted electronically via Equity Hub's Bid Locker. Formal protests require a $500 certified check; the City will not reimburse proposers for response costs.
