About this opportunity

Henrico County, Virginia is requesting proposals for a Community Corrections & Recovery Court Recidivism Study under RFP No. 26-2995-8LOC, with proposals due October 1, 2026 at 11:30 a.m. and in-person oral interviews anticipated for October 21, 2026 in Henrico. Addendum No. 1, issued September 16, confirms the receipt date and modifies insurance specifications; failure to acknowledge the addendum may result in non-responsiveness.

The scope is a one-time project running from December 2026 through June 2027, requiring analysis of approximately 4,546 local probation case closures from July 1, 2019 through June 30, 2022, and approximately 250 Recovery Court case closures from July 1, 2017 through June 30, 2022. Offerors must propose their own definitions of recidivism, outcome measures, and analysis methodology. The County will assist in identifying interview participants but will not conduct recruitment. Offerors may propose optional services such as client surveys, focus groups, and national benchmarking of Recovery Court practices either as separate pricing or bundled into the base proposal.

The County will provide case data from its Community Corrections Program database (PSLP) and Recovery Court database (DIMS), with data requests made to the responsible entities. Data sharing agreements and prior approvals with the Department of Criminal Justice Services, the Office of the Executive Secretary, and Virginia State Police are not currently in place; these will be completed after contract execution with contractor assistance. No established budget range is disclosed; funding will be determined based on offeror applications and requests. There is no target sample size or range for participant interviews.

Offerors must demonstrate experience in criminal justice research, recidivism analysis, and evaluation methodologies. Travel costs and presentation expenses must be built into the total proposal price and will not be reimbursed separately. References must be for work performed directly by the offeror, not by proposed key personnel at prior employers or by subcontractors. The County will accept accountant-prepared financial statements and bank references in lieu of audited financial statements.
