About this opportunity
The Columbus Consolidated Government and the Columbus-Phenix City Transportation Study (C-PCMPO) are seeking a consultant team through Request for Proposals No. 26-0034 to conduct a comprehensive feasibility study of the Edgewood Road Corridor in Columbus, Georgia (Muscogee County). The study scope encompasses traffic analysis and modeling to identify bottlenecks and congestion points, pedestrian and bicycle infrastructure assessment including safety concerns and connectivity gaps, safety assessment through crash data review and high-risk area identification, public engagement through stakeholder meetings and surveys, design and engineering recommendations including a road diet design with cost estimates, and feasibility assessment of proposed improvements. The primary objectives are to develop actionable recommendations to improve traffic flow, enhance safety, and expand active transportation options along this key arterial serving residential traffic. The prime consultant and team must be prequalified by the Georgia Department of Transportation (GDOT) in Area Class 1.02 (Urban Area and Regional Transportation Planning). Evaluation will be qualification-based with no price consideration during selection, using the following criteria: Project Manager, Key Team Leaders, and Prime Experience and Qualifications (30%); Additional Resources and Workload Capacity (20%); Technical Approach/Service Plan (40%); and Past Performance (10%). The deadline for written questions and clarifications is May 15, 2026, at 5:00 PM Eastern, with proposals due May 29, 2026, at 5:00 PM Eastern (extended via Addendum No. 1 from the original May 22 date). All submissions must be made electronically through DemandStar, and the consultant must complete all work within 12 months of receiving the Notice to Proceed.
No Disadvantaged Business Enterprise (DBE) participation goals are currently in effect for this procurement, as DBE requirements are temporarily suspended. There are no listed incumbent vendors or set-asides restricting the types of organizations that can respond, provided they meet the GDOT prequalification requirement. The consultant team will be required to perform work in accordance with GDOT Plan Development Process, Plan Presentation Guide, Design Policies and Manuals, and current software approved by the Project Manager, indicating integration with existing GDOT standards and infrastructure. Compensation will be awarded on a firm fixed price/lump sum basis, with the specific contract amount to be determined through negotiations; the RFP does not specify a budget range or award value. The City reserves the right to reject any or all proposals and to terminate negotiations with the highest-scoring finalist if satisfactory terms cannot be reached, with the option to proceed to negotiate with the next highest-scoring finalist.
