About this opportunity

The Columbus Consolidated Government's Finance Department Purchasing Division is issuing Request for Proposals (RFP) No. 26-0008 to procure comprehensive inmate medical and pharmacy services for Muscogee County Prison, an all-male facility currently housing approximately 576 offenders (528 state and 48 county inmates). The scope of services includes medical intake screening, 14-day physicals, sick call services, chronic care management, emergency services, hospital and specialty care referrals, case management, utilization management, quality assurance, offender health education, medical records management, expendable medical supplies, formulary development and management, in-clinic laboratory and x-ray services, dental services, hazardous waste management, and comprehensive pharmacy services including formulary oversight and medication dispensing. Qualified vendors must demonstrate five years of successful experience providing comprehensive healthcare to jails or prisons with populations around 600 inmates and must have achieved successful NCCHC accreditation of a comparable facility. The evaluation will be weighted as follows: Qualifications and Experience (40%), Service Plan (40%), Client Work History (15%), and Proposed Cost (5%). Proposals are due May 15, 2026, at 5:00 PM Eastern time and must be submitted via DemandStar, with a non-mandatory but strongly encouraged site visit to the clinic available through Deputy Warden Normae Beecham at 706-641-5803 or nbeecham@columbusga.org, scheduled no later than seven business days before the proposal due date. The contract term is two years with an option to renew for three additional twelve-month periods, contingent upon mutual agreement and funding appropriations, and either party may cancel with 90 days prior written notice.

The current monthly cost for medical services is $95,537.71, with the existing contract provided by CorrectHealth Companies LLC expiring September 30, 2026; vendors may propose costs using a specified staffing matrix or an alternative model, with pharmacy services billed as pass-through costs plus a management fee percentage. All vendors must comply with E-Verify requirements, maintain worker's compensation and comprehensive general liability insurance with minimum limits of $1 million, and register with the Team Georgia Marketplace for future notifications; the solicitation does not indicate specific set-asides for disadvantaged enterprises or restrictions limiting respondent eligibility. The Muscogee County Prison will provide clinic space, office furniture, durable medical equipment, and security, while the contractor must furnish staff, supplies, EKG machines, computers, internet, telephone services, and all equipment necessary for routine medical assessments. The City is exempt from state retail tax and federal excise tax. Detailed specifications and submission requirements are available at https://columbusga.gov/finance/bid-opportunities.
