About this opportunity
The Consolidated Government of Columbus, Georgia has issued Request for Proposals (RFP) No. 25-0013 for Single Stream Recycling Materials Processing, seeking a qualified contractor to receive and process recycling materials delivered by Public Works collection vehicles. This annual contract will span five consecutive fiscal years from June 30, 2025 to June 30, 2029, with an option to renew for five additional twelve-month periods. The primary objective is to process recycling materials while the City prepares its own recycling facility, which is expected to take approximately two years. Proposals are due on December 20, 2024 by 5:00 PM Eastern Time, with evaluation criteria including vendor qualifications, experience, understanding of project approach, client work history, proposed timeline, and cost. The selected contractor must receive materials on their own property, as the City's current facility at 8001 Pinegrove Way will not be available. Key requirements include processing various recycling materials, providing a cost per ton, and offering a revenue sharing percentage.
While the RFP does not explicitly mention specific set-aside designations or disadvantaged enterprise requirements, it does outline comprehensive vendor qualifications and insurance requirements. Contractors must provide multiple insurance coverages and comply with federal, state, and local regulations. The proposal requires detailed documentation of the vendor's processing capabilities, technological infrastructure, and ability to handle multiple types of recyclable materials. Although a specific budget range is not disclosed, the contract's multi-year structure suggests a substantial financial opportunity for the selected vendor. The Public Works Department will be working with a consultant to purchase and install recycling equipment for their future facility, indicating potential long-term partnership opportunities. Interested vendors must demonstrate substantial experience in recycling materials processing, end-market capabilities, and the technical infrastructure to handle the City's recycling stream effectively.
