About this opportunity

Blue Ridge Community College, a North Carolina state institution, is soliciting proposals through Request for Proposal #80-BRCC202603 to procure and implement a modern, enterprise video management system (VMS) to replace its existing platform across three campuses: Flat Rock (primary location with 13 buildings and approximately 3,000,000 square feet), Brevard (2 buildings, 230,000 square feet), and Hendersonville (1 building). The College requires a complete, turnkey solution that includes the underlying technology platform, all applicable licenses, system installation and integration, training, and provisions for future expansion. The system must integrate with the College's existing door access control system and remain compatible with existing camera infrastructure that will be retained and gradually refreshed over 3-5 years. Vendor proposals must include itemized pricing for equipment (one-time cost), labor and implementation services (one-time cost), and software license subscriptions (recurring), with all associated costs incorporated into a five-year total cost of ownership calculation. The mandatory pre-proposal site visit is scheduled for March 10, 2026, at 9:00 AM at Patton Building Room 219, 180 West Campus Drive, Flat Rock, NC 28731, and vendor attendance is mandatory or proposals will be rejected. Proposals are due March 26, 2026, at 10:00 AM ET via sealed mail only, with contract award anticipated by April 14, 2026. The award will be made using a "Best Value" approach with evaluation criteria weighted as follows: Platform Functionality and Usability (30 percent), Technical Approach and Suitability (25 percent), Initial Cost and 5-Year Total Cost of Ownership (20 percent), Compatibility, Adaptability and Expandability (15 percent), and Vendor Background, Experience, Qualifications, and Compliance with Submittal Requirements (10 percent).

The RFP encourages vendors to meet or exceed a 10 percent utilization goal for Historically Underutilized Businesses (HUB) as first or second-tier subcontractors in compliance with North Carolina General Statute G.S. 143-48, though no set-aside requirements are mandated and no incumbent vendor is identified. Vendors must comply with NDAA Section 889 requirements and are expressly prohibited from using specified vendors including Huawei, ZTE, Hytera, Hikvision, and Dahua in their proposed solutions. All responding vendors must be registered with the North Carolina Secretary of State and comply with E-Verify requirements for any employees working in North Carolina. The initial contract term is two years from the effective date, with the State retaining the option to renew for up to two additional one-year terms upon sixty days' written notice before the end of each term. Required submittals include pricing forms, HUB supplemental information, customer references (minimum three required), worker location information, and financial condition certification. The RFP does not identify a specific budget range, but evaluation will consider the five-year total cost of ownership as a significant component of the vendor selection decision.
