About this opportunity

Granville Health System in North Carolina is seeking a Microsoft licensing and software asset management (SAM) consultant through a Request for Proposal (RFP) issued on August 5, 2025. The procurement focuses on comprehensive Microsoft software licensing services, with key deliverables including a full discovery and inventory of current software usage, a detailed compliance assessment, and strategic recommendations for licensing optimization. The health system requires a consultant to conduct an audit of their current Microsoft software and cloud services, encompassing on-premises and cloud-based products used by approximately 100 employees. Specific products in scope include Microsoft 365 E3, Exchange Online Kiosk, Exchange Plan 2, Server 201x, RDP, Datacenter, and SQL Server 201x. Proposing firms must submit a comprehensive proposal not exceeding 5 pages, including an itemized fee breakdown, project methodology, estimated timeline, company experience, relevant certifications, and at least two client references from similar Microsoft licensing projects. The proposal due date is November 30, 2025, with the primary objectives of achieving proper licensing compliance, optimizing costs, and developing a sustainable licensing management approach.

The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. No incumbent vendors are directly identified in the documentation. The current technological infrastructure involves a mix of on-premises software and cloud-based services, which will require careful integration and assessment by the selected consultant. While a specific budget range is not disclosed, the proposal requires an itemized fee breakdown, suggesting flexibility in pricing. The RFP includes an optional component for ongoing license management support, which could potentially extend the contract's value and duration. Proposing firms will need to demonstrate expertise in Microsoft licensing compliance, with a focus on providing actionable recommendations for licensing optimization and potential cost savings. The project scope suggests a comprehensive engagement that could be valuable for organizations seeking to streamline their Microsoft software licensing strategy.

Opportunity text

Granville Health System is seeking proposals from qualified Microsoft licensing and software asset management (SAM) consultants to assist us in achieving and maintaining compliance with our Microsoft licensing agreements. We currently have a mix of on-premises software and cloud-based services (e.g., Office 365/Microsoft 365, On-Prem Servers). We need to get a clear and accurate picture of our current licensing position and ensure we are properly licensed for all the Microsoft products we are using. We also want to optimize our licensing to ensure cost-effectiveness and avoid unnecessary spending. We are looking for a partner to provide the following services: • Discovery and Inventory: Conduct a comprehensive audit of our current Microsoft software and cloud services usage to identify all deployed licenses. This should include on-premises and cloud-based products. • Compliance Assessment: Analyze our current usage against our existing licenses and agreements to identify any areas of non-compliance or over-licensing. • Recommendations and Remediation: Provide a clear, actionable plan to address any compliance gaps. This may include recommendations for purchasing additional licenses, reassigning existing licenses, or changing how we use certain products. • Licensing Strategy: Advise us on the most cost-effective licensing models for our future needs, taking into account our growth plans and potential shifts to cloud services. • Ongoing Management (Optional): Please include an optional section in your proposal on how you can assist us with ongoing license management, including "true-up" reporting and renewal support.
