The procurement seeks a professional services contract for material sampling, testing, and laboratory services following WSDOT Standard Specifications and Construction Manual requirements. Required services include sampling and laboratory testing of soils, aggregates, and hot mix asphalt, as well as field density testing, supporting a road reconstruction project involving roadway reconstruction, slope stabilization, intersection improvements, roadway widening, and paved surfacing. Proposals are due by January 26, 2024, at 2:00 PM local time, with potential interviews scheduled for February 7, 2024. Evaluation criteria will assess AASHTO accreditation, specification familiarity, staff availability, turn-around times, testing capabilities, personnel experience, rate schedules, references, and past county experience, with a total possible score of 80 points. The successful firm must possess an AASHTO-accredited laboratory and demonstrate qualifications in soil materials and rock-definition testing.
The contract will be for one year with an option to extend for an additional year, with an anticipated maximum total contract value of $30,000, which may be increased at the county's discretion to meet ongoing project needs. The project is funded through multiple sources, including Rural Arterial Program (RAP), Federal Highway Administration (FHWA), and local agency funds. Construction is expected to begin in February 2024 and extend through a portion of summer 2025. While no specific set-aside designations or restrictions on respondent types were mentioned, the procurement emphasizes technical qualifications and past performance. The contract will be structured as an Actual Costs Plus a Fixed Fee agreement, with individual task orders authorized in writing by Lewis County prior to work execution. The selected firm will be required to comply with all federal provisions, WSDOT, AASHTO, and Lewis County requirements and regulations, ensuring comprehensive adherence to project standards and specifications.
