About this opportunity

Camino Real Community Services (CRCS), a non-profit community mental health and intellectual/developmental disability services authority serving nine South Texas counties, is requesting proposals for master planning and facilities feasibility study services under RFP #27-001, with proposals due September 18, 2026 at 4:00 p.m. CST.

The scope encompasses a comprehensive 15-year Facilities Master Plan and Feasibility Study across CRCS's multi-site portfolio, structured in seven primary tasks: project initiation and management; existing conditions assessment; service area and demand analysis; space needs assessment across immediate (0–5 years), intermediate (5–10 years), and long-term (10–15 years) horizons; facilities feasibility analysis evaluating renovation, expansion, consolidation, acquisition, new construction, and hybrid scenarios; structured stakeholder engagement including 10–15 executive interviews, 6–10 staff focus groups, 3–4 planning workshops, 2–3 community sessions, and 2 Board work sessions; and comprehensive master plan development with strategic vision, facility recommendations, capital improvement program, and implementation framework.

Proposers must demonstrate continuous operation for a minimum of three years, provide current financial documentation, carry comprehensive insurance including $1,000,000 general liability and professional liability coverage, submit a HUB Subcontracting Plan, complete a Conflict of Interest Questionnaire, provide a Certification Regarding Lobbying, and supply three customer references from similar non-profit entities in Texas. All on-site employees must undergo Texas Department of Public Safety background checks including sex offender registry and fingerprinting prior to work commencement.

Pricing must be submitted as a lump-sum fee with task-by-task breakdown and hourly rates for reimbursable expenses. Evaluation weights proposed services at 65 percent (project structure, schedule, quality, and warranties), references at 10 percent, and cost at 25 percent. The contract term runs one year from Board approval, with a one-year extension option at CRCS's sole discretion. Questions close September 1, 2026; official responses release September 4. Executive Council review is scheduled October 6, 2026, and Board review October 16, 2026. CRCS reserves the right to request best and final offers, reject any or all proposals, or terminate with 30 days' notice.
