About this opportunity
The Housing Authority of the City of Alameda (AHA) is seeking a qualified firm to provide Low-Income Housing Tax Credit (LIHTC) income certification and leasing services for up to 700 affordable housing units in Alameda County, California. The primary deliverables include completing tenant income certifications, conducting in-person resident interviews, managing lease-up activities for vacant units, and ensuring compliance with LIHTC regulations. Proposers must demonstrate LIHTC certification for employees meeting with residents, provide criminal background screening results, and offer fair housing training documentation. The evaluation criteria will assess proposers based on qualifications and experience (30 points), proposed approach (20 points), customer service (10 points), cost analysis (10 points), references (10 points), and lowest overall price (20 points). Key deadlines include a virtual bidders' conference on November 20, 2025, at 11:00 a.m. Pacific Time, with questions due by December 1, 2025, at 5:00 p.m., and proposal submissions required through the Bonfire Procurement Portal by December 11, 2025, at 5:00 p.m.
The initial contract term is anticipated to be three years with options for two additional one-year periods, for a maximum of five years. Funding for the project will be partially sourced from Community Development Block Grant (CDBG) funds, HOME Investment Partnerships Program (HOME) funds, and Section 8 administration funds. Proposers must maintain comprehensive insurance coverage, including Commercial General Liability ($1,000,000 minimum per occurrence), Professional Liability ($1,000,000 minimum), Workers' Compensation, and Cyber Liability if accessing personal information. The AHA reserves the right to negotiate fees with the top-rated proposer and may conduct best-and-final negotiations with proposers deemed in the competitive range. The contract will be awarded on an as-needed basis, with AHA potentially selecting one or more successful proposers subject to Board of Commissioners approval. Pricing must be submitted using the Bonfire BidTable format, including per-file fees for income certifications, hourly fees, travel costs, and additional support items broken down by each of the five contract years.
