About this opportunity

The Lenawee Intermediate School District (LISD) in Adrian, Michigan is issuing a Request for Proposals (RFP) for the design, construction, and installation of one ground-mounted monument sign featuring a dual-sided LED display at the LISD's Milton C. Porter Center Campus located at 2946 Sutton Road. The sign shall consist of a masonry "L" shaped base approximately eight feet long and six feet high with substrate material wrapped in metal, raised lettering, and a dual-sided LED display capable of displaying text readable by passing motorists. Deliverables include the complete sign installation, removal of the existing onsite sign including subgrade footings, procurement of all required sign permits, a dimensioned color sign mock-up with lighting plans submitted prior to construction, and provision of performance bonds and comprehensive insurance coverage including Workers' Compensation, General Liability and Property Damage, and Owner's and Contractor's Protective Liability with minimum limits of $1,000,000 per occurrence and $1,000,000 aggregate for bodily injury and property damage. Pricing shall be submitted as a lump sum base bid with bond costs clearly delineated as a separate line item, and all proposed prices must remain in effect for at least ninety days from the bid opening date. The RFP was issued on October 29, 2019, with proposals due by November 21, 2019, at 12:00 PM, with contract award expected in early December 2019 and a target completion date of March 1, 2020, though respondents may propose alternative schedules. Required qualifications include a minimum five-year warranty on the sign and all components including the LED display and lighting, with warranty assignment to LISD if provided by the manufacturer, and the LED display should preferably be compatible with the InformaCast mass notification system and shall be capable of wireless control with sufficient security and dimming capability to minimize light pollution in the residential area.

A Michigan-based business preference applies to this procurement, with qualifying bids reduced by the lesser of five percent or $10,000. The LISD is exempt from sales and service taxes and will provide tax exemption certificates to the successful bidder. The LISD reserves the right to require performance bonds and labor and material payment bonds each in the amount of one hundred percent of the contract amount. No incumbent vendors, current contractors, or existing infrastructure integration requirements are identified in this RFP. The specific contract award value or budget range has not been disclosed in the procurement documents, and interested respondents should submit their proposals by the November 21, 2019 deadline to be considered for this opportunity.
