About this opportunity

The City of Flagstaff, Arizona is requesting proposals for landscape maintenance and snow removal services across multiple city-owned and city-managed facilities, with proposals due October 8, 2026 at 5:00 p.m. Arizona Time via OpenGov.

Proposers must hold a minimum of five years' experience in landscape maintenance and snow removal services and be certified by the Arizona Office of Pest Management — both are capability filters. The scope spans nine primary service locations (Accelerator BBB Site, Flagstaff Pulliam Airport, Flagstaff Visitors Center, Northern Arizona Center for Entrepreneurship and Technology, USGS buildings 3–6, Water Services locations, Cherry Lot, and Municipal Courthouse Parking Lot) plus six street median locations and on-call, as-needed services at additional city locations as authorized. Services include weekly landscape maintenance April through October, bi-weekly maintenance November through March, and snow and ice removal triggered by specified thresholds (3 inches for parking lots, 1 inch for airport, 0.5 inches for sidewalks), including herbicide and pesticide applications. Proposers must submit pricing via the City's fee schedule covering recurring landscape maintenance, applications, hand labor and mechanized snow removal, on-call labor rates (general laborers, technicians, arborists, supervisors), on-call equipment rates, and materials and parts markups. All pricing must include labor, materials, tools, equipment, insurance, transportation, and hauling costs.

Evaluation weights qualifications and experience at 30 percent, capacity and experience at 40 percent, and pricing at 30 percent. The City reserves the right to make multiple awards or award by individual line item and makes no guarantee regarding quantities of on-call services. Payment is due within 30 days of receipt and acceptance of services and a correct invoice. The contractor must hold an Arizona Transaction Privilege/Use Tax License Number and City Business License Number for the City to pay taxes on invoices.
