About this opportunity
The Maryland Department of General Services Office of Real Estate, on behalf of the Maryland State Police, is requesting proposals for a commercial office lease of 3,575 net square feet in Elkridge, Howard County, with sealed proposals due September 29, 2026 at 3:30 PM EST and written questions due September 15, 2026 at 5:00 PM EST.
The space must accommodate a defined departmental layout with client contact capabilities, comply with the State's General Performance Standards and Specifications (July 2024), and include test-fit drawings with net usable square footage calculations and restroom fixture counts meeting DGS or local plumbing standards, whichever is more stringent. Parking must include a minimum of 80 spaces—20 on-site with two dedicated fleet vehicle spaces and one electric vehicle charging station with Level-2 or Level-3 capability. The State prefers turnkey buildout arrangements with landlord-assumed construction costs, landlord-provided janitorial services, and favorable pass-through cost structures.
The original lease term is ten years with one five-year renewal option; renewal rates are subject to negotiation prior to commencement. Evaluation uses a 330-point scale split evenly between technical (165 points) and financial (165 points). Technical criteria include agency program fit, accessibility, amenities, building condition, transit access, and energy efficiency; LEED Gold certification earns 30 points, LEED Silver 25 points, and tiered environmental ratings yield 20 or 15 points. Financial proposals are scored primarily on net effective rent (105 of 165 points), incorporating base rental rate, annual escalations, operating expenses, parking costs, and pass-throughs. Offerors must achieve a minimum of 65 percent of available technical points to be deemed reasonably susceptible for award. Proposals require separate sealed envelopes for technical and financial components; non-compliance results in rejection. Oral presentations and site visits may be required during technical evaluation. The Maryland Board of Public Works must approve the final award recommendation.
