An RFP Orientation meeting is scheduled for October 23, 2026 at 9:00 a.m. HST via Microsoft Teams, with written questions due the same day at 2:00 p.m. HST.
The scope encompasses a comprehensive continuum of evidence-based substance abuse treatment services for juveniles aged 12 to 17 referred by Family Court, including substance abuse assessments, education, outpatient/intensive outpatient treatment, and residential treatment. The Judiciary estimates serving approximately three juveniles per month in residential treatment, three in outpatient services, and three in substance abuse education. Services must reflect balanced and restorative justice philosophy with emphasis on best practices, collaboration, and cultural competency.
Applicants must demonstrate at least one year of substance abuse treatment experience and hold appropriate state licensing or certification. Residential programs require Special Treatment Facility licensing. All staff must pass criminal history background checks. Providers must maintain commercial general liability insurance of at least $2 million and acceptable accounting systems compliant with Hawaii Administrative Rules Chapter 103F cost principles. Applicants propose negotiated unit-of-service pricing and submit detailed budgets on State Procurement Office forms.
The contract term runs July 1, 2027 through June 30, 2029 (two years), with an optional extension for an additional two years (aggregate not to exceed four years), subject to appropriation, fund availability, and satisfactory performance. The Judiciary anticipates contract award and execution by January 2027. Funding derives from State General Funds and Federal Funds contingent on appropriation and grant awards; estimated funding amounts were not specified at RFP release. The contract is subject to termination without liability if appropriations are not made. Providers must submit quarterly and year-end reports documenting output, outcome data, and expenditures.
