About this opportunity

Harris County, Texas is requesting proposals for inspection, testing, and maintenance of fire and life safety systems equipment across approximately 190 county buildings, with proposals due October 19, 2026 and a mandatory pre-proposal conference and site visit on September 28, 2026 at 8:30 a.m. CST at 600 North San Jacinto, Houston. Attendance at the pre-proposal conference and all assigned facility site visits is required for proposal qualification; vendors failing to attend face automatic disqualification.

The scope covers one-year comprehensive services beginning approximately January 1, 2027, across four regions spanning 1,703 square miles. Services include inspection, testing, maintenance, routine repair parts, labor, travel, tools, and equipment at individual facility locations. All replacement and repair parts must be UL-listed OEM parts from factory-authorized dealers meeting applicable NFPA standards. Vendors must submit fixed discount or premium percentages applied to Manufacturer Suggested List Price (MSLP) for specified manufacturers' equipment and parts; these percentages remain fixed throughout the contract term and any renewals, though MSLP increases may be passed through with documentation. Within the first 365 days, the vendor must conduct a comprehensive assessment and develop a five-year testing plan. Electronic web-based reporting with device-level verification through barcode, RFID, or NFC technology is required at no additional cost. Inspection reports are due within five business days, with identified deficiencies corrected within five days. All records remain Harris County property.

Harris County may exercise four one-year renewal options under the same terms, with future pricing adjustments limited to labor-rate increases using CPI-W calculations, subject to Commissioners Court approval. Questions must be submitted through Bonfire by the deadline specified in Event Details.
