About this opportunity
The City of Fort Worth seeks proposals through Request for Proposal No. 26-0128 to establish a non-exclusive agreement for hydrovac waste material disposal services for the Water Department on an as-needed basis. The procurement is issued by the City of Fort Worth Purchasing Division within Tarrant County, Texas. The vendor must accept waste removed from sewer lines, lift stations, and storm drains, with a minimum capacity to receive at least two hydrovac trucks per day totaling 100 cubic yards of waste per week, though volume is not guaranteed, and must provide surge capacity during storm events and emergency operations with reasonable notice. The vendor must possess a current Texas Commission on Environmental Quality Municipal Solid Waste permit (MSW-1225-O Type V) and comply with all applicable federal, state, and local environmental regulations, while assuming full environmental liability and indemnification for improper handling or permit violations. Pricing must be submitted as firm-fixed quotes in United States dollars and cents with all costs including transportation, fuel, certification fees, and hazardous disposal fees included with no additional charges permitted, and freight terms must be FOB Destination, Freight Prepaid and Allowed. The evaluation will be based on best value to the City, weighted across five factors: Cost (up to 15 points), Small Business Participation (up to 20 points), Qualifications & Company Experience (up to 30 points), Ability to Meet City's Needs (up to 20 points), and Method of Approach (up to 20 points). Proposals must be submitted electronically through the Euna Portal at https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities by the due date of May 28, 2026, with public opening at Fort Worth City Hall, 100 Fort Worth Trail, Fort Worth, Texas 76102, approximately 2:00 PM CST. Proposers must submit at least three customer references, complete all required forms including Form W-9 and Texas Conflict of Interest Questionnaire, and provide a completed Small Business Utilization Form with supporting documentation.
The City of Fort Worth has established a Small Business participation goal of 30% for this procurement, which may be achieved through self-performance by a certified Small Business prime contractor, utilization of certified Small Business subcontractors, or a combination of both, with Small Business defined as entities located in Tarrant, Wise, Johnson, Parker, or Denton County holding current certification from a City Manager-approved organization. Failure to complete the Small Business Utilization Form or provide required certifications may result in zero points awarded for the Small Business Goal criteria. The draft Vendor Service Agreement establishes a one-year initial term with the option to renew for up to four additional one-year periods under the same terms and conditions, provided neither party provides written notice of non-renewal at least 90 days before expiration, and either party may terminate for any reason upon 30 days' written notice or without penalty if insufficient funds are appropriated. The vendor must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation at statutory limits, and Professional Liability/Errors & Omissions ($1,000,000 per claim and aggregate) with the City named as an additional insured. The contract documents do not specify an incumbent vendor, existing infrastructure requirements, or an explicit maximum contract value, though the agreement establishes compensation not to exceed a maximum dollar amount to be specified in the final agreement with payment terms of Net 30 Days unless otherwise specified.
