About this opportunity

San Bernardino County is requesting proposals for hazardous waste removal, transportation, and disposal services at military installations in the Barstow/China Lake region under RFP SP4500-26-R-0012, with proposals due October 1, 2026. This is a federal military installation procurement, not a county-only buy.

The scope covers RCRA hazardous wastes, non-RCRA wastes, state-regulated wastes, universal wastes, compressed gases, polychlorinated biphenyls (PCBs), and per- and polyfluoroalkyl substances (PFAS) located on or within a 50-mile radius of pickup locations across military installations in California and Nevada. The contract excludes infectious medical waste, DEA controlled substances, radioactive waste, ammunition, and explosives. Standard removal timeframes are 15 business days for containerized waste and five business days for bulk waste. The government may add new pickup locations within the service region at any time during contract performance at no additional cost.

The contract structure is a firm-fixed price indefinite delivery/indefinite quantity vehicle with a 30-month base period followed by one 30-month option period. Pricing is structured by container sizes for containerized waste and by gallons, pounds, or cubic yards for bulk waste. The awardee must maintain qualified facilities and transporters lists, provide waste characterization and analysis services, manage industrial cleaning services, and submit all required disposal, destruction, and recycling certificates. Contractor personnel must meet security requirements including Defense Biometric Identification System (DBIDS) installation access and Common Access Card (CAC) procedures.

Performance is subject to an Acceptable Performance Level (APL) standard; the Contracting Officer may assess monetary deductions and negative past performance marks for non-compliance. The awardee must provide all necessary personnel, labor, transportation, material handling equipment, and documentation in compliance with applicable federal, state, and local regulations.
