About this opportunity

The North East Texas Workforce Development Board (d.b.a. Workforce Solutions Northeast Texas), a 501(c)(3) nonprofit organization, is requesting proposals for audit services covering a Single Audit of federal and state grants and a separate Workforce Innovation and Opportunity Act (WIOA) compliance audit for the fiscal year October 1, 2025 through September 30, 2026 under RFP FY26-03, with proposals due September 18, 2026 at 4:00 PM Central Time.

Proposers must be licensed CPAs currently engaged in public accountancy and licensed to conduct business in Texas. The Board serves nine counties in Northeast Texas with an annual operating budget of approximately $20 million. Financial and case management documents are maintained electronically, minimizing anticipated travel costs.

Evaluation is weighted toward understanding of Single Audits and Uniform Guidance requirements (40 points), staff qualifications (20 points), and audit approach and planned timeline (30 points), with proposed fees accounting for 10 points. A minimum of 70 points is required for consideration. Proposers must submit detailed cost breakdowns with separate fees itemized for the WIOA program-specific audit component.

The contract term runs October 1, 2026 through September 30, 2027 and may be renewed for up to four additional 12-month periods at the Board's discretion based on satisfactory performance. Anticipated notice of award is September 28, 2026.

Questions are due August 31, 2026 at 4:00 PM Central Time, with responses posted September 4, 2026. Contractors must carry appropriate insurance, indemnify the Board and related parties, and comply with federal and state regulations including debarment certification, drug-free workplace requirements, and conflict of interest restrictions. All proposals become property of the Board upon submission and are subject to the Texas Public Information Act.
