About this opportunity

Lucas Metropolitan Housing Authority (LMH) in Toledo, Ohio is requesting proposals for full unit turn, turnkey make-ready, and comprehensive unit readiness services across its public housing and other residential properties throughout Lucas County, with proposals due October 19, 2026 at 3:00 p.m. Eastern Time and a pre-proposal conference on October 1, 2026 at 11:00 a.m. Eastern Time.

LMH intends to establish a qualified pool of full-service contractors via multiple IDIQ/task-order contracts. Each contract carries an initial one-year base term with up to two optional one-year renewal periods, subject to continuing need, funding, performance, capacity, and written LMH authorization. Award does not guarantee any minimum work volume or assignment rotation.

The scope encompasses complete end-to-end restoration of vacant units to rent-ready condition and comprehensive corrective work in occupied, non-vacant, transfer, relocation, and scattered-site units across high-rise buildings, family developments, townhomes, multifamily buildings, and scattered-site properties. Standard completion periods are five business days for Routine units, up to seven days for larger or multilevel units, and seven to ten business days for Heavy/Complex assignments. Contractors bear single-point prime-contractor responsibility for assessment, labor, materials, subcontractors, scheduling, quality control, inspection readiness, rework, and closeout.

Pricing uses a base-plus-adders model: fixed prices for Routine complete unit assignments, fixed adders for recurring work outside the base scope, and evaluated labor rates for uncommon authorized work. Heavy/Complex and Extraordinary work will be priced separately or require task-specific pricing authorization. LMH will apply HUD-determined maintenance wage rates, Davis-Bacon rates if development work is designated, and Project Labor Agreement requirements for qualifying construction projects exceeding $100,000.

Evaluation criteria are technical qualifications and comparable full-service experience (30 points), staffing and capacity (20 points), past performance and timeline controls (20 points), Section 3 and economic opportunity approach (10 points), and evaluated price (20 points). Contractors must comply with Section 3 requirements, fair competition standards, labor compliance, resident protection, safety regulations, and licensing requirements. Written questions are due October 8, 2026 at 12:00 p.m. Eastern Time. Proposals must be submitted via e-Procurement Housing Authority Marketplace or email to mbentley@lucasmha.org.
