U.S. Navy NAVSUP Fleet Logistics Center San Diego is seeking proposals for Force Generation Professional Support Services for Maritime Expeditionary Security Group ONE (MESG ONE) under a firm-fixed-price task order on the Seaport-NxG multiple award contract, with proposals due July 20, 2026. This is a 100 percent set-aside restricted to Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns.

The scope encompasses curriculum development, training delivery, exercise planning support, force development analysis, training program management, and training video production aligned with Naval Education and Training Command requirements. The contractor will staff eight positions (four key, four non-key) requiring expertise in maritime expeditionary security, instructional systems design, curriculum management, exercise planning, and program management. All personnel must hold an active SECRET clearance at proposal submission; one position must achieve TS/SCI clearance within three months of award. All contractor employees must obtain Department of Defense Common Access Cards and base entry credentials prior to contract start.

Primary performance occurs at MESG ONE, Navy Outlying Field Imperial Beach, San Diego, California, with one position assigned to MESG ONE Detachment in Agana, Guam. Significant travel is anticipated to military installations and deployed locations worldwide, including deployments to the Middle East and Africa.

The contract term is 12 months base year (September 1, 2026 through August 31, 2027) with four one-year option periods and one six-month extension option, totaling five and a half years if all options are exercised. Other direct costs (ODCs) are not-to-exceed at $75,000 to $95,000 annually. The solicitation consolidates four prior contracts.

Proposals must be submitted through the Seaport-NxG portal with Technical Proposal limited to 12 pages and Past Performance to 6 pages. All labor and ODC must be rounded to the nearest whole dollar. Contractors must provide written evidence of VETS-4212 compliance. The Contracting Officer is Janet Baker; the Contracting Officer's Representative is David Gray.
