About this opportunity
The City of Ashland, Oregon is requesting proposals from professional service providers or consortiums to enter a Master Lease agreement for operating the 2200 Ashland Street facility to serve vulnerable populations experiencing homelessness, housing instability, or opioid use disorder, with proposals due November 24, 2026 at 2:00 PM PST.
The scope encompasses a comprehensive service model including eviction prevention, legal aid, outreach, benefits navigation, employment services, mental and behavioral health services, youth and family stabilization, domestic violence services, and basic needs support. The selected provider must manage appointment scheduling, good neighbor agreements, security services, administrative staffing, provider accountability, and utilities. Critically, the contractor must staff and operate a severe weather shelter whenever the City activates it per Resolution 2022-33, with the City providing 48-hour advance notice for heat events and 24-hour notice for smoke events. The provider will manage staffing, wages, benefits, training, safety protocols, equipment maintenance, insurance, and all operational costs for severe weather shelter operations; the City provides the facility, keys, utilities notification, and emergency activation messaging.
The Master Lease term is no less than three years. If the contract amount is $27,861 or more, the contractor must comply with Ashland Municipal Code Chapter 3.12 living wage requirements for all employees and subcontractors performing more than 50 percent of the work. The contractor must carry comprehensive insurance including professional liability, general liability, and automobile liability of not less than $2 million per occurrence, plus workers' compensation insurance.
Cost proposals must be submitted separately from technical proposals and should include detailed task-by-task costs, hourly rate schedules, and actual or per-event reimbursement pricing for severe weather shelter operations. The City will reimburse invoices for severe weather shelter activities. Evaluation occurs November 24 through December 1, 2026, followed by City Council approval and contract execution. Questions are due October 27, 2026.
