About this opportunity
The State of Oregon Department of Administrative Services, State Procurement Services, is issuing a Request for Proposals on behalf of the Oregon Water Resources Department to establish one price agreement for the purchase of universal, programmable data loggers for hydrologic applications. The procurement seeks Solinst brand or brand-compatible equipment, parts, and accessories to support OWRD's statewide network of approximately 250 deployed data loggers used for groundwater level monitoring in compliance with Oregon Revised Statutes Chapter 537 and Oregon Administrative Rules Division 085. Deliverables include specific equipment such as Barologger 5 units, multiple Levelogger 5 models with varying pressure specifications, direct read cables ranging from 15 feet to 1,000 feet, water level meters, sealed artesian connector assemblies, and 4G LevelSender 5 units. The contractor must provide all goods on an F.O.B. destination basis with delivery costs included, maintain customer service availability during regular business hours with response to messages within one business day, and provide a minimum one-year warranty covering parts and labor at no cost to the Agency. Evaluation will be based on 80 points for qualifications-based factors (40 points each for customer service and returns/warranty policies) and 20 points for price, with lowest-priced proposers receiving maximum points. Proposals are due May 4, 2026, at 5:00 PM Pacific Time, with award notification anticipated for June 2026 following a seven-day protest period; no bidders' conference or site visit is specified.
The State encourages participation from certified disadvantaged businesses, minority-owned businesses, women-owned businesses, service-disabled veteran-owned businesses, and emerging small businesses certified through Oregon's Certification Office for Business Inclusion and Diversity under ORS 200.055, with all proposers required to complete an Outreach Plan demonstrating commitment to including such certified firms. All proposers must be registered in OregonBuys, comply with Oregon tax laws including prevailing wage requirements under ORS 652.220, maintain Commercial General Liability Insurance with limits of not less than $1,000,000 per occurrence and $2,000,000 annual aggregate, and provide Workers' Compensation Insurance as required by Oregon law. Contractors employing 50 or more full-time workers with a prospective contract price exceeding $500,000 must submit a current Pay Equity Certificate from the Department of Administrative Services. The initial contract term is six years from the Effective Date with Agency holding the option to extend the agreement up to a cumulative maximum total of ten years with written notice required no later than 30 calendar days before expiration. The RFP makes no specific volume commitments, and pricing must remain firm and fixed for at least one year following contract execution, with final pricing to be inserted at the time of Price Agreement execution; no incumbent vendor or budget range is identified in the procurement documents.
