About this opportunity

The Michigan Department of Technology, Management, and Budget is requesting proposals for uniforms and logo wear under RFP 260000001530, with proposals due July 15, 2026, at 3:00 p.m. Eastern and a pre-proposal meeting scheduled for June 15, 2026, at 1:00 p.m. Eastern via Microsoft Teams. Service-Disabled Veteran-Owned Business status is a consideration factor in award evaluation.

The scope encompasses 162 line items of apparel and uniform products including BDU pants and tops, tactical pants, work wear from manufacturers such as Tru-Spec, Rothco, 5.11, Carhartt, Port Authority, Dickies, and Wrangler, with estimated annual usage exceeding 25,000 units aggregated. The contractor must provide embellishment services for designated items (DNR patches, embroidery, screen printing) with specified placement locations. Lead times for unembellished items are 50 days from award; embellished polos and sweatshirts require 11 to 12 days. Bidders may propose alternate brands and product numbers if they confirm substitutions in their proposals. Certain items such as Conservation Officer-specific caps are restricted to designated use. The contract is hybrid delivery, combining in-person and remote fulfillment options.

The contract runs from November 1, 2026, through October 31, 2029, with renewal options for up to five additional one-year periods at the State's sole discretion. The State will extend the contract to MiDEAL members (local units of government, school districts, universities, community colleges, nonprofit hospitals) and other states. The contractor must pay a one percent administrative fee on all payments quarterly.

Technical evaluation is weighted as follows: Sections 2–9 of the Statement of Work (25 points), Sections 11–19 (25 points), Sections 20–47 and Key Personnel (30 points), and the Vendor Questions Worksheet (20 points), for 100 points total. Proposals must achieve at least 80 technical points to proceed to pricing evaluation. Embellishment samples are evaluated on pass/fail (neatness, flatness, image crispness, opacity).

The contractor must obtain Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million), Workers Compensation, Employers Liability ($500,000), Cyber Liability ($1 million), and Crime/Fidelity Insurance ($1 million). All policies require A.M. Best A- VII or higher ratings.

Data security requirements include FedRAMP authorization or annual SSAE 18 SOC 2 Type II audits, NIST 800-53 MOD controls, FIPS-validated AES encryption, continuous vulnerability scanning, and dynamic/static application security testing. The contractor must maintain 99.98% service availability monthly.

Pricing submissions are due in modifiable formats through www.michigan.gov/SIGMAVSS with individual files not exceeding 30 MB. Written questions are due June 22, 2026, at 3:00 p.m. Eastern, with answers posted by June 30. All proposals become public records subject to Michigan's Freedom of Information Act. Bidders must submit a Confidential Treatment Form identifying any trade secrets or proprietary information requiring FOIA protection.
