About this opportunity
The Colorado Department of Human Services, Office of Civil and Forensic Mental Health (OCFMH) is requesting proposals for sex offender treatment services for persons adjudicated Not Guilty by Reason of Insanity (NGRI) throughout Colorado, with proposals due July 16, 2026 at 1:00 p.m. and questions due June 30, 2026. Vendors must be approved and listed sex offender treatment providers with the Colorado Sex Offender Management Board and demonstrate a minimum of two years of experience working with adult sex offenders or NGRI individuals in forensic settings.
Services are delivered on an as-needed basis at inpatient settings at Fort Logan Campus and Pueblo Campus, as well as in community locations statewide. The scope includes psychosexual evaluations, individual and group treatment sessions, specialized testing such as penile plethysmography, and testimony-related services. Reimbursement is fee-for-service: intake assessments at $150.00, individual sessions at $90.00, group sessions at $65.00, comprehensive psychosexual evaluations at $1,500.00, specialized testing at $500.00, and testimony preparation at $150.00 per hour (capped at four hours). Vendors must specify the number of clients they can accept monthly for both evaluation and treatment, and must indicate available days, times, and service locations. No minimum annual reimbursement or guaranteed client volume is provided; contractors bear all operational costs.
Vendors must maintain current business licenses, appropriate professional credentials, state minimum malpractice insurance, and comply with HIPAA. Price increases may be requested no sooner than 12 months after execution and no more frequently than every 12 months, with 60 days' written notice; the state reserves sole discretion to approve or deny.
Multiple awards may be made. The contract term is one year initial with four optional one-year renewals, anticipated to start July 2026. Vendors must be registered in CORE and SAM.gov, comply with E-Verify, and obtain Colorado Secretary of State registration. Proposals are limited to ten pages, submitted electronically as a zip file, and remain firm for 180 calendar days from award.
