RFP for PROPERTY MANAGEMENT OF MALONGA CASQUELOURD CENTER RESIDENTIAL UNITS

Oakland Parks, Recreation, & Youth Development is requesting proposals for property management services of 74 single-room occupancy apartments at the Malonga Casquelourd Center for the arts, located at 1428 Alice Street in Downtown Oakland, with proposals due August 28, 2026 at 2:00 p.m. Pacific time. Addendum 1, issued August 7, 2026, extended the original deadline from August 7 to August 28. Addendum 2 has also been issued; bidders must acknowledge receipt of all addenda and incorporate their requirements into proposals.

The scope is comprehensive property management operations for 74 SRO apartments within this historic arts facility. The current lease agreement establishes baseline residential tenancy terms and operational framework that the incoming contractor will inherit and administer.

Prospective proposers must direct project-related questions to Contract Administration at contractadmin@oaklandca.gov. Bidders already registered with Oakland's iSupplier system who did not receive an invitation should contact isupplier@oaklandca.gov with the RFP title as the subject line to be added to the bidders' list. All responses must be submitted through the standard municipal procurement process, with Addendum 1 requiring bidders to sign and date the acknowledgment and attach it to their proposal.
