About this opportunity

The City of Salida, Colorado, is seeking professional engineering services through a Request for Proposals (RFP) for the South Ark Neighborhood Infrastructure Design project. The procurement, specific to Chaffee County, solicits qualified firms to design comprehensive infrastructure improvements for a 100-acre development area, including streets, sidewalks, storm sewers, water and sewer utilities across three project phases. The project encompasses approximately 35 acres of residential development with up to 400 housing units and 65 acres of regional park lands and open space. Deliverables include design survey, subsurface utility engineering, geotechnical analysis, hydraulic studies, construction plans, cost estimates, and permitting coordination. Key design requirements include compliance with CDOT standards, AASHTO guidelines, ADA accessibility standards, and Salida municipal codes. Proposals must be submitted electronically through the Rocky Mountain E-Purchasing System by 5:00 PM MDT on June 7th, 2024, with anticipated interviews during the week of June 10th, 2024, and a notice of award expected the week of June 18th, 2024. The project timeline includes surveying completion by August 31st, 2024, preliminary design by November 1st, 2024, and final design by June 1st, 2025, with the first construction phase anticipated to be advertised by August 1st, 2025.

The project has specific workforce housing requirements, mandating that a minimum of 50% of housing units be designated as "affordable workforce housing" for households earning between 30% and 160% of the Area Median Income. The project is partially funded by Strong Communities Now (Federal) and More Housing Now Grant programs, which will require adherence to specific federal procurement policies. These policies emphasize full and open competition, domestic preference for US-produced goods, and encourage utilization of small, minority-owned, and women's business enterprises. While no specific incumbent vendors are mentioned, the procurement guidelines outline detailed requirements for vendor selection, including obtaining multiple quotes, conducting cost/price analyses, and avoiding conflicts of interest. While no specific project budget is explicitly stated in the documentation, previous engineering studies referenced suggest infrastructure cost estimates have been developed. The project will require comprehensive insurance coverage, including workers' compensation, general liability, automobile liability, and professional liability, with specific minimum coverage amounts to be maintained by the selected contractor.
