About this opportunity
Oxford Community Schools, located in Michigan within Berrien County, is requesting proposals for a mobile panic button and duress alarm system through a sealed bid procurement process with bids due by noon on August 21, 2019, and opening scheduled for 12:05 p.m. the same day at the Oxford Community Schools Boardroom. The system must be a wireless, self-sustaining hybrid mesh network utilizing Radio Frequency and Ultrasonic technology that operates independently without reliance on WiFi or Bluetooth, and must integrate with the PrePlanLive Emergency Preparedness and Critical Incident Management Application. The school district anticipates requiring approximately 200 portable personal alarm transmitters (PPATs) for staff and visitor use, with the system capable of precision location tracking, providing audible, visible, or tactile feedback, supporting expansion with additional hardware such as strobe lamps and LED displays, and displaying alarm locations on custom floor plans at the control station. Evaluation criteria encompass system technology type and locating accuracy, response time from device activation to control panel notification, system reliability and expandability, maintenance and testing requirements, total system cost, operational capability within various structural types and exterior areas, component compatibility, electrical and space requirements, tamper-resistant security features, control and monitoring center capabilities, system reporting and incident logging, personal transmitter features and sizing, and transmitter usage and assignment protocols. Bidding documents and specifications have been available since August 7, 2019, from Sam Barna, Assistant Superintendent of Business & Operations, at 248.969.5008, and all bids must remain firm for acceptance for 60 days following submission.
The district reserves the right to accept or reject any and all bids and will not consider late submissions. All bidders are required to submit sworn and notarized familial disclosure statements in compliance with Michigan Compiled Law 380.1267, disclosing any familial relationships between the bidder's owner or employees and any member of the Oxford Community Schools Board of Education or Superintendent, as well as sworn and notarized disclosure statements in compliance with Act No. 517 regarding any relationships with Iranian companies; failure to include both required disclosure statements will result in bid rejection. No specific set-asides for disadvantaged enterprises or other restricted designations are identified in the procurement documents. There are no identified incumbent vendors or current contractors referenced in the available documentation. No pricing information, award values, or budget ranges are specified in the sealed bid advertisement, leaving the financial parameters of the contract determination to the evaluation process and board approval.
