Written questions are due August 5, 2026, with answers posted August 6.

The scope covers on-an-as-needed maintenance and repair of HVAC equipment including boilers, chillers, Trane air handlers, Carrier vertical unit ventilators, heat exchangers, walk-in coolers and freezers, dehumidifiers, compressors, rooftop air conditioning units, and exhaust fans. The contractor must respond to service inquiries within 24 hours, provide detailed quotes within 24–48 hours, and respond to emergency requests within 2 hours. Standard service hours are 7:00 a.m. to 3:30 p.m., with emergency services available outside those hours. All equipment provided must be new and compliant with current applicable industry standards. The contractor must provide a one-year warranty on parts and labor or the manufacturer's warranty, whichever is greater, and perform maintenance according to manufacturer-recommended schedules. Contract deliverables must be completed within seven business days of order receipt. The contract term is three years with two optional one-year renewal periods. Pricing must remain firm for the entire contract length; adjustments are permitted only upon documented evidence of actual cost changes and mutual agreement following a 30-day review period.

Evaluation is weighted across the Vendor Questions Worksheet (30 points), Schedule A Sections 1–9 (30 points), Schedule A Sections 10–14 (20 points), and Schedule A Sections 15–26 (20 points). Proposals must achieve a minimum of 80 points in technical evaluation to advance to pricing evaluation. Award goes to the responsive and responsible bidder offering the best combination of evaluation factors and lowest price. The State reserves the right to conduct on-site facility inspections, request oral presentations, and perform reference checks. Contracts valued at $250,000 or more require State Administrative Board approval.

The contractor must comply with prevailing wage requirements, maintain Commercial General Liability Insurance with $1 million per occurrence and $2 million general aggregate, Automobile Liability Insurance with $1 million per accident, and Workers Compensation Insurance. Federal provisions apply, including Contract Work Hours and Safety Standards Act overtime requirements, Clean Air Act compliance if the contract exceeds $150,000, and Byrd Anti-Lobbying Amendment certification for contracts exceeding $100,000. Liquidated damages of $5,000 plus $100 per day apply for late or improper contract completion.
