About this opportunity
Mitchell County, Georgia, through its Water Department, is issuing a Request for Proposal (RFP) for the supply of water extension materials to support the Murray County Industrial Park South Water Extension Project. The RFP seeks qualified vendors to provide a comprehensive range of materials including pipes, fittings, valves, hydrants, and related appurtenances necessary for water line extensions and system improvements. Proposals must be submitted by October 7, 2025, with evaluation based on pricing, product quality, delivery capability, and vendor experience in municipal water system supply. Bidders are required to submit itemized pricing with unit costs clearly identified for each material category and quantity, and site visits may be arranged to allow prospective bidders to review project specifications and clarify technical requirements prior to submission. Vendors must demonstrate financial stability, maintain adequate inventory levels, and provide documentation of product certifications and compliance with applicable water quality and safety standards. The contract includes an initial term with potential renewal options, and selected vendors must maintain responsiveness to emergency material requests to support critical water system operations and repairs. Insurance and bonding requirements apply to all selected vendors.
This procurement is funded in whole or in part through the federally-assisted State Revolving Fund (SRF) program administered by the Georgia Environmental Finance Authority (GEFA), which imposes supplemental general conditions applicable to all SRF-funded construction contracts exceeding $10,000. The solicitation establishes a fair share objective of 4.0 percent participation for both Minority Business Enterprises (MBE) and Women Business Enterprises (WBE), and prime contractors must employ six good faith efforts to identify and directly solicit at least three certified MBE firms and three certified WBE firms for each subcontract trade. Contractors must comply with Davis-Bacon wage rate requirements, Executive Order 11246 Equal Employment Opportunity provisions, and Georgia-specific requirements including the Georgia Prompt Payment Act and Georgia Erosion and Sedimentation Control Act. Contracts exceeding $100,000 require performance bonds and payment bonds equal to 100 percent of contract price plus a five percent bid guarantee. Prime contractors must submit Disadvantaged Business Enterprise Compliance Forms, Equal Employment Opportunity certifications, Debarment and Suspension certifications, and weekly certified payroll documentation using U.S. Department of Labor Form WH-347 before work commences and throughout contract performance. Funding is provided through the municipality's capital improvement budget and water utility revenues, though no specific award value or budget range is disclosed in the RFP documentation.
