About this opportunity

Harnett County, North Carolina is requesting proposals for a Needs Assessment Study and Conceptual Design for the Harnett Area Rural Transit System (HARTS) Transit Center expansion at 250 Alexander Drive, Lillington, NC, with proposals due November 3, 2026 and questions due by October 20.

The scope requires evaluation of the existing facility's operational limitations and current capacity constraints; development of a building space program with facility-size recommendations; assessment of alternative site locations within the service area; equipment and material recommendations; and delivery of an opinion of probable construction costs. Deliverables include conceptual design documents comprising floor plans and site plans showing the building, public parking, and vehicle access. The current facility operates beyond design capacity with documented operational inefficiencies and safety concerns, and sits within a 500-year floodplain, presenting resiliency constraints.

Respondents must submit detailed cost sheets (Attachment 1) with line-item estimates for each Needs Assessment Study component and lump-sum or itemized costs for Conceptual Design, plus total project cost. Three counterpart copies of the complete proposal are due at 2:00 p.m. on November 3 to Renea Warren-Ford, Procurement Manager, Harnett County Resource Center & Library, 455 McKinney Parkway, Lillington, NC 27546. Submission of the completed cost sheet is mandatory for responsiveness.

The contract term runs from December 1, 2026 through June 30, 2029. Respondents must maintain Worker's Compensation Insurance as required by North Carolina law with employer's liability coverage of at least $100,000, automobile liability coverage of at least $1,000,000 per occurrence, and must name the County as an additional insured. The County reserves the right to reject any or all proposals. Harnett County indicates it may issue a separate RFQ for architect/engineer services for detailed expansion design following completion of this study.
