About this opportunity
The Colorado Office of the State Auditor is soliciting proposals for an agreed-upon procedures and compilation engagement for the State of Colorado's Disaster Emergency Fund for fiscal years ended June 30, 2025 and June 30, 2026, with proposals due June 19, 2026 and award anticipated July 2, 2026.
Contractor eligibility is restricted to properly licensed certified public accounting firms authorized to practice in Colorado with a quality control review completed within the past three years; independence must be affirmed for the engagement. The RFP is exempt from the State Procurement Code as the Office of the State Auditor is within Colorado's Legislative Branch. Joint venture proposals are not accepted, though outside special consultants may be used.
The scope includes attestation services: testing approximately 48 active and 13 closed Executive Orders in FY2025 (18,446 DEF transactions) and 46 active and 2 closed orders in FY2026 (25,635 DEF transactions); understanding internal controls over disaster spending; agreeing the Governor's Office of State Planning and Budget's quarterly DEF reports to the Colorado Operations Resource Engine; compiling a summary schedule of revenues and expenditures; evaluating internal controls; and testing samples of fund transfers. Work must comply with AICPA attestation standards, Government Auditing Standards 2024 Revision, and State Fiscal Rules. Engagement documentation must comply with NIST Special Publication 800-175 encryption standards; contractors may use AI-assisted tools for data analysis but not for protected information, with mandatory human review.
The contract fee for the most recent similar engagement (FY2023–2024) was $47,500; no substantial changes in volume or complexity are anticipated for the current engagement. The State will withhold 10 percent pending satisfactory completion. The contract term runs one year from effective date, terminating earlier upon Legislative Audit Committee release of the report or June 30, 2027, whichever is earlier. An entrance conference is required by August 13, 2026; a draft report is due October 8, 2026; an exit conference is required by November 12, 2026; and the final report is due November 19, 2026. Work may be performed remotely or in hybrid capacity with no onsite work anticipated. Contractors must affirm all prices, terms, and conditions firm for at least 90 days after bid opening and may be required to provide oral testimony before the Legislative Audit Committee.
