About this opportunity

The Colorado Office of the State Auditor is issuing a Request for Proposals for an agreed upon procedures and compilation engagement of the State of Colorado's Disaster Emergency Fund for fiscal years ended June 30, 2025 and June 30, 2026. This procurement involves collaboration with the Governor's Office of State Planning and Budget, the Department of Public Safety, the Division of Homeland Security and Emergency Management, and the Division of Fire Prevention and Control. The scope of work requires contractors to conduct an entrance conference by August 13, 2026; develop a comprehensive understanding of internal controls over disaster spending; test Executive Orders for completeness and accuracy; reconcile quarterly DEF reports to Colorado Operations Resource Engine records; obtain trial balances; compile summary schedules of revenues, expenditures, and fund balance changes; evaluate internal controls; sample and test transfers into and out of the DEF; and conduct an exit conference by November 12, 2026. Deliverables include a draft report due October 8, 2026, and a final report due November 19, 2026, with work commencing in July 2026 and concluding by June 30, 2027 or thirty days after Legislative Audit Committee release of the attestation report. The proposal submission deadline is June 18, 2026, with an inquiry deadline of May 21, 2026, an approximate bid selection date of July 2, 2026, and a contract effective date of approximately July 9, 2026. Evaluation criteria include proposal adequacy and completeness, organizational experience and stability, personnel qualifications, comprehensiveness of the work plan, proposed hours and costs, proposed timeline for project milestones, and acceptance of standard OSA contract terms without significant revision. All work must comply with attestation standards from the American Institute of Certified Public Accountants, Government Auditing Standards-2024 Revision, and Statements on Standards for Accounting and Review Services.

Eligible bidders must be properly licensed certified public accounting firms authorized to practice in Colorado, must have completed a quality control review within the past three years, must demonstrate no history of substandard work, and must be independent for the engagement. The RFP does not identify any specific set-aside designations for disadvantaged enterprises or restrictions limiting bidder eligibility beyond the CPA firm requirements. No incumbent vendors or current contractors are listed in the procurement documentation. Contractors must comply with Colorado's Information Security Policy for Contractors and Safeguarding Requirements for Federal Tax Information, including requirements for data protection, encryption, incident reporting, and confidentiality of State records. Work is estimated to be partially performable remotely with some on-site work required at the departments. The maximum contract compensation is listed as $XXX,XXX, with monthly payments made as work is completed subject to a ten percent holdback pending satisfactory completion and public release of the final report by the Legislative Audit Committee. All prices, terms, and conditions are held firm for ninety days after bid opening, and contractors may be required to testify before the Legislative Audit Committee and provide oral presentations to departments and legislative committees.
