About this opportunity
Meliora School, a school food authority in Snellville, Georgia, is requesting proposals for a Food Service Management Company to provide and manage school meals for students in grades 6–12 beginning July 1, 2026, with proposals due June 16, 2026.
The scope includes comprehensive management of the National School Lunch Program, School Breakfast Program, and After School Care Program snack services. The FSMC must staff operations, maintain food safety and sanitation standards, manage USDA commodity foods, operate cycle menus, and maintain comprehensive records. The SFA retains control of pricing, financial accounts, facility management, and overall program oversight.
The contract runs from July 1, 2026, through June 30, 2027, with four optional one-year renewal periods and potential three-month extensions for extraordinary circumstances. Award is contingent upon written approval from the Georgia Department of Education's School Nutrition Division.
The FSMC must be incorporated or licensed to do business in Georgia and willing to be listed with the Georgia Department of Education's FSMC vendor list. Financial documentation must include annual reports or financial statements with certified public accountant review and proof of current work with similar school food authorities.
Proposals employ a fixed-price-per-meal structure with separate rates for breakfast, lunch, snacks, adult meals, and à la carte items. Annual increases are permitted only through Consumer Price Index adjustment and subject to state agency approval.
Evaluation uses a weighted 100-point scoring system: cost and financial proposal (30 points), service capability plan (15 points), personnel management (10 points), experience and references (10 points), familiarity with similar school systems (10 points), innovation (5 points), accounting systems (5 points), financial stability (5 points), and promotion of the school food service program (5 points).
The pre-proposal meeting is May 26, 2026, at 12:00 p.m. via Google Meet with optional attendance. Written questions are due May 29, 2026, at 4:00 p.m. Sealed proposals are due June 16, 2026, at 12:00 p.m. at 1400 Dogwood Road SW, Snellville, Georgia 30078, with opening at 1:00 p.m. the same day.
