About this opportunity
The City of Portland, Oregon Bureau of Human Resources issued RFP 00002730 for employee relocation services on April 8, 2026, with proposals due May 7, 2026 at 4:00 p.m. Pacific Time — but the City cancelled the solicitation on June 3, 2026 after receiving no responses and intends to repost it. Vendors interested in resubmitting should monitor for the reissued RFP.
The scope covers customized relocation management for executive-level candidates and families on an as-needed, on-call basis, including destination spotlighting, pre-hire decision support, needs analysis, travel coordination, area tours, home-sale assistance, goods transportation, temporary housing, and spousal or partner career assistance. Task orders will not exceed $15,000 each. The City emphasizes equal employment opportunity practices, minority- and women-owned business subcontracting access, community involvement, and sustainable business practices in evaluation.
The initial contract term runs July 2, 2026 through July 1, 2031, with an option to extend an additional five years through July 1, 2036. The not-to-exceed value is $500,000 over the initial five-year term, though the City makes no guarantee the full amount will be obligated. Compensation is structured on an as-needed basis with net-thirty invoicing via ACH electronic fund transfer. The contractor must be capable of commencing work within seven calendar days of receiving a Notice to Proceed.
Insurance requirements include $2 million commercial general liability per occurrence, $2 million automobile liability per accident, and $1 million professional liability per occurrence with $3 million aggregate. Workers' compensation insurance must comply with Oregon law. The contractor must obtain a City of Portland business license and comply with all applicable federal, state, and local laws.
Evaluation uses a 100-point Phase 1 scale: Proposer Capabilities (30 points), Corporate Responsibility (20 points), and Pricing (5 points). Phase 2, if needed, will include interviews or demonstrations with weightings to be determined. Award goes to the highest-scoring proposer based on negotiated costs and agreement with the City's terms. Questions were due April 30, 2026 (now closed). Contact Tessa Schutt at Tessa.Schutt@portlandoregon.gov or (503) 865-6319 for information on resubmission.
