The City of Fort Worth is requesting proposals for an erosion control materials supply and delivery agreement on an as-needed basis for the Transportation & Public Works Department and Park and Recreation Department under RFP 26-0296, with proposals due September 24, 2026. The City has established a 30% small business participation goal, with participation levels scored on a sliding scale from zero points (zero participation) to 20 points (30% or greater).

Vendors must have a minimum of two years' experience and supply erosion control blankets, turf reinforcement mats, scour protection materials, Erosion Eels, wattles, hydro mulch, sediment control products, stormwater inlet protection products, and related accessories. All materials must be new, unused, current production, and free from defects. Delivery is required within five business days of receiving a purchase order to two designated locations: the Transportation & Public Works Department Southside Service Center at 4100 Columbus Trail, Fort Worth, TX 76133, and the Parks & Recreation Department Trades Division at 5198 James Ave., Fort Worth, TX 76115. Deliveries are restricted to normal business hours (8 a.m. to 5 p.m. CST) and cannot occur on City-observed holidays. The vendor must provide all materials, labor, transportation, delivery, loading, unloading, equipment, and tools at no additional cost to the City.

The City will evaluate proposals on best value criteria; proposers must achieve at least 50% of available evaluation points excluding cost to remain eligible for award. Evaluation factors are cost (15 points), small business participation (20 points), ability to meet City needs (15 points), staffing and resources (10 points), experience (20 points), and approach to perform services (20 points). Small business certification must be current and obtained from an organization approved by the City Manager; all certified small businesses must be located in Tarrant, Wise, Johnson, Parker, or Denton County. The contract includes a 30-day termination-for-convenience clause for both parties and requires Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million combined single limit), Workers' Compensation (statutory), and Professional Liability ($1 million each claim / $1 million aggregate) coverage with the City named as an additional insured.
