About this opportunity

The City of Amsterdam is requesting proposals from an independent environmental firm to serve as Project Monitor for air monitoring and asbestos regulatory compliance across a multi-site demolition project involving 23 unsafe structures in the East End and Market Hill neighborhoods, with proposals due July 24, 2025 at noon.

The scope requires the Project Monitor to conduct air monitoring according to 29 CFR 1926.1101 Appendix A, 40 CFR 763 Subpart E Appendix A, and New York State Industrial Code Rule 56, ensuring the demolition contractor complies with EPA, New York State, and applicable local regulations. The firm must prepare and update Department of Labor variances as required; the City holds a blanket DOL variance that may not apply to this project, necessitating individual site-specific variances. The Project Monitor furnishes all labor, materials, and costs for compliance with federal, state, and local regulations spanning asbestos standards (29 CFR 1910.1001, Title 29 CFR 1926.1101), respiratory protection (29 CFR 1910.134), hazardous materials handling (40 CFR Parts 261–265 RCRA, 49 CFR Parts 171–172), and New York regulatory requirements (12 NYCRR Part 56, 6 NYCRR Parts 360 and 364). Work will be completed within 12 months, though the RFP may be used for related work initiated within 36 months.

The City will score proposals using a 30-point qualifications criterion, 20 points for demolition project experience, 20 points for availability, and 30 points for cost. No W/MBE set-asides apply, though woman-owned and minority-owned businesses are strongly encouraged to submit. The selected firm will operate as an independent contractor rather than City employee. Respondents must provide hourly or alternative pricing structures with a total cost estimate for the 23-structure demolition. Proposals should be submitted to Stacey Ortiz, City Clerk, 61 Church Street, Amsterdam, NY 12010, via mail, hand delivery, or PDF email to orionmgtco@aol.com.
