About this opportunity

Terrell County, Georgia is soliciting a Request for Proposals (RFP) for engineering grant services targeting Community Development Block Grant (CDBG) program implementation. The procurement seeks technically qualified and licensed engineering firms to provide preliminary design services for a potential FY2025 CDBG project, with potential subsequent engineering services for project implementation. Specific project objectives include street, drainage, water, and/or sewer improvements. Key deliverables include a comprehensive Statement of Qualifications encompassing firm history, resources, grant experience, key personnel qualifications, current workload, proposed service scope, similar project references, and associated fees. Evaluation criteria will assess firms based on their CDBG/EIP/RDF experience, personnel qualifications, and demonstrated capabilities in local government infrastructure projects. Critical submission deadlines include a proposal due date of December 23, 2024 at 4:00 PM, with a draft Preliminary Engineering Report (PER) required no later than February 15, 2025 to comply with Tribal Consultation requirements.

The procurement emphasizes inclusivity by encouraging Section 3 Business Concerns to apply, aligning with Section 3 of the HUD Act of 1968. All contracts will be subject to Federal and State contract provisions prescribed by the Georgia Department of Community Affairs, with specific requirements for Errors and Omissions Insurance and NPDES monitoring cost documentation. While specific budget ranges are not explicitly stated, the RFP indicates potential for both preliminary design and full project implementation engineering services. Proposals may be submitted via mail or hand delivery, with hand-delivered submissions requiring sealed envelopes. The county reserves the right to accept or reject any proposals, maintaining flexibility in the selection process. Interested engineering firms must demonstrate comprehensive capabilities in grant-funded municipal infrastructure projects, with particular emphasis on experience working with local government entities and navigating complex regulatory requirements.
