Harris County, Texas is requesting proposals for a Disaster Community Impact Study for the Harris County Office of Homeland Security and Emergency Management, with proposals due September 28, 2026 at 2:00 p.m. CST and a pre-proposal conference scheduled for September 8, 2026 at 1:30 p.m. CST via Microsoft Teams. The project is funded entirely by federal grant monies, including potential funding from the Texas General Land Office, Federal Emergency Management Agency, and the U.S. Department of Housing and Urban Development.

The scope is a comprehensive, data-driven study examining how residents access essential services across FEMA Community Lifelines during normal conditions and how access patterns shift during and after disaster events. The selected firm must demonstrate expertise in accessing nonproprietary Geographic Information System (GIS) data and real-time data analytics capabilities, with a Project Manager possessing at least six years of experience in data analytics or emergency management.

The anticipated contract term is one year with four one-year renewal options. All pricing must be firm for the duration of the contract with no price changes permitted. Harris County will comply with all applicable federal requirements, including Davis-Bacon wage requirements (if applicable), Section 3 requirements for HUD-funded projects exceeding $200,000, Build America Buy America Act (BABAA) certification, and Minority and Women-Owned Business Enterprise (MWBE) utilization commitments.

Evaluation is weighted as follows: Technical Factors (40%), Firm Experience & Qualifications (30%), Firm Capacity, Resources and Key Personnel (20%), and Pricing (10%). Written questions are due September 10, 2026 by 5:00 p.m. CST. Proposals may be submitted electronically via the Bonfire online bidding platform or in hard copy to the Harris County Purchasing Agent at 1111 Fannin Street, 12th Floor, Houston, Texas 77002. Contract award is contingent upon approval by the Harris County Commissioners Court and successful negotiation of final contract terms.
