About this opportunity

The Florida Division of Emergency Management (the Division) has issued a Request for Proposal (RFP) to solicit written proposals from responsible and responsive proposers to perform mitigation retrofit improvements to residential properties in the state of Florida. The proposed mitigation retrofit improvements must reduce losses or the cost of rebuilding after a disaster, and target residential properties not in compliance with the current Florida Building Code. The scope of work includes tasks for identification and inspection of structures, scope of work development, submission of project information sheets, construction, and final inspection. Eligible projects include roof replacements, window/door upgrades, drainage improvements, and tree trimming. The RFP has a total project budget of $194,000 and the period of performance is until June 30, 2023. Proposals must be submitted by May 27, 2022.

The eligible proposers for this opportunity are governmental entities, nonprofit organizations, and public and private educational institutions. The program uses a reimbursement model, with payments made at minimum on a quarterly basis. While individual homeowners and for-profit organizations that do not qualify as private educational institutions are not eligible to respond directly, the mitigation retrofit improvements will target residential properties. The Division intends to award state-funded grant agreements to the most responsive and responsible proposers whose proposals are most advantageous. There is no mention of incumbent vendors or current contractors, or any existing infrastructure or technology that requires integration.
