About this opportunity
Columbia County Public Works in Oregon is soliciting proposals for project management, structural assessment, hydraulic analysis, engineering design, and related services for wooden culvert evaluation and replacement planning, with proposals due July 7, 2026 at 2:00 p.m. Questions are due June 26, 2026; no pre-proposal conference will be held.
The scope spans two phases over approximately eighteen months. Phase I includes structural inspection and assessment of up to ten wooden culverts on Apiary Road and Scappoose-Vernonia Road, development of a prioritization list based on failure risk, and survey and geotechnical analysis to support Phase II. Phase II delivers preliminary (30%) engineering design plans for up to three culverts, incorporating hydraulic analysis and utility identification to support future grant funding applications. Proposers must be Oregon Registered Professional Engineers in responsible charge of engineering work and, where required by law, Oregon Registered Professional Land Surveyors.
The estimated contract value is $250,000. Compensation will be negotiated using cost-plus-fixed-fee (not-to-exceed), fixed price, fixed price per deliverable, fixed price per milestone, or price per unit methods. The contract is subject to FEMA grant terms and conditions, as the project is funded through a Federal Emergency Management Agency hazard mitigation grant administered by the Oregon Office of Emergency Management.
Evaluation will follow qualifications-based selection (QBS) procedures under Oregon Administrative Rule 137-048-0220(4), with pricing information considered only after technical qualifications are assessed. A Disadvantaged Business Enterprise participation goal of 0% has been assigned. One contract is anticipated to be awarded, with services commencing August 19, 2026. Columbia County reserves the right to cancel the RFP, reject all proposals, or select additional proposers based on evaluation results and capacity needs.
