About this opportunity
California Exposition & State Fair (Cal Expo) is requesting proposals for waste management services at its Sacramento facility under RFP-CSF-26-1094, with proposals due October 2, 2026 and a mandatory site tour on September 15, 2026. SB/DVBE companies are encouraged to bid and may receive a five percent preference under California Government Code Section 14835.
The scope encompasses refuse removal, recycling, composting, and resource efficiency services for the 2027–2029 contract period. The contractor must provide and maintain one 40-cubic-yard recycling compactor; 80 front-loading 4–6 cubic-yard containers for year-round use; 20 towable 4-cubic-yard cardboard containers; eight 40-yard roll-off containers; four 25-yard roll-off containers; one 10-yard roll-off container; and 70 additional containers during the annual State Fair period. Minimum twice-weekly front-loader refuse collection is required year-round, with twice-daily service mandated during the 17-day State Fair event. The contractor must maintain a dispatch facility within a 45-mile radius of Cal Expo, demonstrate a minimum of five years' waste management experience including disposal and recycling services, and show a minimum of five industrial customers.
Historical waste data indicates approximately 663.39 tons of uncompacted refuse, 300.20 tons of compacted refuse, and 78.04 tons of recyclable materials annually, with approximately 50 percent of annual waste generated during the 30-day State Fair period. Cal Expo does not guarantee specific tonnage or service levels throughout the agreement term. Pricing shall be submitted on a line-item basis for hauling services, tonnage-based disposal, monthly equipment rentals, and lift services across the three-year period. The contractor must maintain general liability insurance of at least $1 million per occurrence, workers' compensation insurance, property insurance, and automobile liability insurance of $1 million combined single limit, and must comply with California's SB 1383 organic waste recycling mandate. Questions are due September 22, 2026, at 5:00 PM; the proposed award date is October 12, 2026. Payment is made monthly in arrears upon satisfactory completion and Cal Expo Board approval.
