About this opportunity

The Department of Veterans Affairs Network Contracting Office 16 is soliciting proposals on a construction project at the Veterans Health Care System of the Ozarks in Fayetteville, Arkansas under RFP 36C25626R0015, with offers due July 23, 2026 at 11:00 a.m. CST. This is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under Public Law 109-461 (38 USC 8127); offerors must be actively registered in SAM and SBA-certified as SDVOSB at the time offers are due and at award, and failure to comply results in rejection.

The scope covers construction of a new water storage facility and demolition of the existing water storage facility at 1100 North College Avenue, Fayetteville, Arkansas 72703. The contractor shall furnish all supervision, labor, materials, tools, and equipment. NAICS code 237110 applies, with a small business size standard of $45 million. The project period of performance is 330 calendar days for both base and alternate proposals.

The contract will be firm-fixed-price. Construction magnitude exceeds $10 million, triggering requirements for bid bonds, performance bonds, and payment bonds under Davis-Bacon Act wage determinations. Offerors must submit past performance documentation (15 pages maximum) in Volume I and pricing and award documents in Volume II, electronically via email with a maximum file size of 15 MB.

Evaluation follows a past performance–price tradeoff methodology, with past performance significantly more important than price. The Government plans a single award without discussions but reserves the right to conduct discussions if necessary. Required submissions include VETS 4212 filings for 2025, Experience Modification Rate, OSHA records for the last three years, and evidence of general liability insurance without asbestos exclusions.

A site visit is scheduled for June 17, 2026; interested offerors should email madeline.allison@va.gov for specific timing and location details. Solicitation inquiries are due June 25, 2026 at 1:00 p.m. CT.
