About this opportunity
The City of Fort Worth Water Department, through the Purchasing Division, is soliciting proposals under RFP 26-0331 to finalize an as-needed agreement for conservation plumbing fixtures, with proposals due November 19, 2026 through the City's Euna Portal. The solicitation sets a 30 percent Small Business participation goal, which may be met through a certified small business prime, certified small business subcontractors, or both. A small business must be located in Tarrant, Wise, Johnson, Parker, or Denton County and hold current certification from an organization approved by the City Manager.
Vendors will supply water-efficient toilets and showerheads, pressure-reducing valves, expansion tanks, and miscellaneous plumbing repair parts supporting the SmartFlush Voucher, SmartFlush Commercial, SmartFlush CARE, SmartRepair, SmartPressure, and SmartIrrigation programs. Required capabilities include warehouse storage for City-designated personnel and Fort Worth Water customers with Monday–Friday pickup from 8:00 a.m. to 5:00 p.m., excluding major holidays; at least one Fort Worth pickup location; delivery for orders of ten or more units; water conservation outreach; SmartRepair experience for residential leak repairs; and samples within forty-eight hours upon request. Proposers must submit annually updated manufacturer good-standing letters, two government agency references, and at least three customer references. Vendors must also state willingness to participate in cooperative purchasing and disclose any ongoing litigation or criminal investigations involving the business or its principals.
Pricing is a firm unit cost that includes handling, delivery, fuel, and certification fees, with FOB Destination, Freight Prepaid and Allowed terms and Net 30 payment. The initial term is one year, with automatic renewal for up to four additional one-year periods unless either party gives 90 days' notice of non-renewal. The draft agreement requires Commercial General Liability of $1,000,000 per occurrence and $2,000,000 aggregate, Automobile Liability of $1,000,000, and Professional Liability of $1,000,000. Governing law is Texas, with venue in Tarrant County. The City awards on a best-value basis.
Evaluation weights are cost (up to 15 points), ability to meet City needs (25 points), qualifications and experience (25 points), management and quality control (15 points), and small business participation (up to 20 points). Proposals scoring below 50 percent of the non-price points are excluded from award. The City may request Best and Final Offers and negotiate all elements of the successful proposal. Protests are not permitted, but proposers may request a debrief within five calendar days of the Intent to Award. Public proposal openings occur at Fort Worth City Hall, 100 Fort Worth Trail, at approximately 2:00 p.m. after the close date.
Required forms include the IRS Form W-9, the Texas Conflict of Interest Questionnaire, the Small Business Utilization Form, and the Authorized Signature and Questionnaire. The deviations form requires proposers to list any exceptions to the draft agreement or RFP, and a submission without deviations is treated as full and unconditional agreement to all terms.
