About this opportunity
Henry County, Georgia is requesting proposals for concession operations at the Henry County Aquatic Center and Kensley Grace Water Park under an annual contract, with proposals due October 6, 2026 at 3:00 PM via the County's eProcurement Portal or physical delivery.
The scope spans two locations with distinct seasonal schedules: outdoor Water Park concession operations from May 22 through September 6, 2027, and indoor Aquatic Center concession services during scheduled special events, swim meets, and rentals from January 16 through November 14, 2027. Vendors must provide their own menu subject to County approval and cannot sell alcoholic beverages. The County supplies existing equipment at both sites, including refrigerators, freezers, service tables, ice machines, and food preparation equipment. Vendors are responsible for all operational expenses, maintenance, cleanliness, sanitation, electronic payment systems, employee salaries, and permits.
Compensation operates on a self-sustaining, revenue-sharing basis with vendors paying Henry County a percentage of gross sales (excluding state sales tax) on a bi-weekly basis. The initial contract term is one year from execution with two optional one-year renewal periods; renewal decisions must be made 60 days prior to expiration.
Vendors must demonstrate proven experience in food service management in high-traffic public or recreational settings, hold current health department permits, and maintain detailed sales records and reporting procedures. Insurance requirements include workers' compensation at Georgia statutory limits, commercial general liability of $1 million per occurrence with a $2 million aggregate limit, and professional liability of $1 million.
Evaluation criteria weight qualifications and relevant experience at 35 points, experience and availability of key staff at 25 points, methodology and technical approach at 35 points, and cost proposal at 5 points, with possible additional points awarded for oral presentations at the County's discretion.
A non-mandatory pre-proposal conference and site visit is scheduled for September 15, 2026 at 1:00 PM. Clarification requests are due September 22, 2026 at 3:00 PM, with an addendum deadline of September 29, 2026 at 3:00 PM.
